TSP Update 13 March 2014

Hello everyone

We have arranged a Question from Creekmoor resident Carol Snelling to Cabinet as below, TUESDAY MARCH 18TH 7PM OPEN TO ANYONE WHO CAN ATTEND TO SUPPORT CAROL,  as Ward Cllrs were not able to put a proposal to withdraw the planning application to Cabinet as the item was not Cabinet decision but deferred to Council for resolution. Question agreed as appropriate by Dem Servs Manager.

“ In view of the public concerns over the  Council’s undue haste in progressing proposals to provide temporary stopping sites for Gypsy and Travellers  at Safety Drive, Creekmoor( a site the Gypsy Council has stated will not be used) and Broadstone Way at a total cost of £245k,   will the PH ask Cabinet to request Council to withdraw the planning applications forthwith and if not , why not?”

John Les and I have also requested an Extraordinary Council Meeting WHICH HAS TODAY BEEN AGREED BY THE COUNCIL  to consider the following (draft motion, at the time of sending to you) we needed 5 Cllrs to request this, we put out a proposal to all members to request an ECM to all Cllrs and we had 6 responses, with a view to holding the ECM at the earliest possible date, but not before the planning meeting next Thursday as time does not allow. We have John proposing and me seconding, with Les and remaining 3 members supporting the motion as follows.

"To Consider the offer of £350,000 from Forelle Estates for land at Marshes End, Creekmoor, to include potential further job provision of 200 jobs and a landmark building at this gateway site to Poole in accordance with its designation in Poole's development framework as employment land."

Planning report re Marshes End Safety Drive, from BOP will be on the website tomorrow, please read it, it’s an amusing sojourn into the ridiculous, the legal team are right onto it.

No one from the Leadership, that is the Leader, Deputy Leader and PFH for the G&T Agenda re TSP’s has spoken to us since January about the issues, we are being ignored and this is becoming increasingly unacceptable!

Email from Councillors - 10 March 2014

Hello everyone

Attending the Oakdale meeting for TSP last Thursday we were alarmed that no real objection plan is in place and that the poor residents face the distinct possibility of having the TSP agreed at their site. All was done to support the Oakdale residents by Creekmoor at the meeting and we raised three main plank issues that should stop the planning in it’s track, but we are powerless to help over and above the Oakdale Councillors.

The two Oakdale Cabinet members were vociferous and quite clear in speaking in public against the TSP, minutes were taken of what was said and will be kept in abeyance until this matter is settled. Food for the Goose is food for the Gander!!!

So updates – the planning officer’s ‘ case’ will be published on the web on Thursday 13th March, we do not know what the recommendation will be, but despite all the legal argument by the Terrence O’Rourke legal team and the sound objections from you that has been so eloquently been put forward, we still expect a recommendation to grant the TSP at Marshes End!

We believe that over 250 objections have actually been made but a huge chuck we not posted on the website due to the filtering process which planning applied. We are ensuring that the actual full amount of objections are iterated to the planning committee and not just those that passed planning scrutiny.

Les John and I are meeting this Thursday to fine tooth comb the Officers report for planning at Marshes End due out on that day. We are also preparing a leaflet in bright orange to ensure to catch everyone’s attention for our fab deliverers to get out over this weekend coming but before 20th March re attending the meeting, bus time table, ( free return journey for our pensioners)  where you can park once you get to the venue, cost of parking etc so that everyone is advised of where to be, how and when on the day.

We hear we are first on at 9.15am which although not the best time for many of us  is good as we have all the Cllrs hopefully awake and listening to the full legal arguments! On research we find that the bigger the audience turnout the more likely Cllrs on the committee are to listen to the full debate and understand the issues and legal objections as they will be absolutely  accountable to a huge chunk of their direct electorate and that is a real wake up call for all of them, if they get it wrong they will be culpable for that wrong and if a Judicial review subject to their decision!!

We have had some very kind offers of lifts for the planning committee day, can folk send these again and where you live so we can collate and offer them to folk who may need them on the day, once we drop the leaflet we can offer potential lifts and if folk have offered we can collate with folk that may need them. We are considering getting a couple of coaches on the P&R for transport and are looking to find funding for this, however it won’t be easy as most coaches will be on school runs but we will keep you posted on this one. Would you use a coach if offered one??

It all stems around the Planning Officers report now and how we rebut the claims they make, so take courage friends we are nearing the real fight, we will advise more as soon we know.

Just to say a huge thank you to you all and to those of you not on e-mail but who continue to stay in touch through those that are, we are a fab team and we are doing all we can to win this.

Latest update from Councillors - 2 March 2014

What a brill meeting yesterday, a huge thank you to all for your in-depth and challenging questions to the panel.

It was clear that we as a Ward totally understand all the issues but regrettably the Council DO NOT.

We are so embarrassed that the Leader Cllr Atkinson and the Portfolio Holder responsible for the policy Cllr Mike White were not there, but as requested we will be robust in relaying your message of disgust and disappointment that they failed to attend.

The meeting was well covered by the Echo see their web site and BBC SW who have an item on 10.15 news tonight tune in and see what was said, it is manifest that they understand where we are coming from. 

The Echo have a lead article in Monday’s paper and we gather strength and momentum re our cause as every day passes. This cannot be achieved without all of you supporting what you feel is right and we cannot thank you enough for having the tenacity and courage to do this.

There is much that will happen between now and the planning committee, we will keep you updated.
We will have  a delivery of information before the planning committee, so let us know if not already on the delivery list if you can help to get the word out to your fellow resident, we will get leaflets to you to deliver in your road or a road nearby.

What is vital is a huge turnout for the planning meeting at the Lighthouse at 9.15am on the 20th of March, as if we do not fill the auditorium those who are totally against us will waste no time in insinuating that if we are not there in number that we do not care. We all feel that the time of the meeting had been set to try to exclude our working folk, mums, dads, grans, granddads etc  on the school run and pensioners with the only mode of transport being the bus as their bus passes not usable until 10 am.

You can still send in objections to the site, even though the official deadline has passed the planning officers wild take note of what is said.

Thank  a mil for being absolutely amazing, what does not kill us makes us stronger and we are united in that strength!

Update from Councillors ... Valentine's Day Special :)

Firstly thank you for  all the amazing kind messages of support rec’d last night and today re my sacking from my Cabinet post, it has been humbling to see so many.
John, Les and I will continue to support you as your Creekmoor Ward Cllr team and at least I will be able to spend all my time with John and Les finding material, relevant planning objections to this planning application as the 60 hours a week I used to dedicate to my Portfolio can now be spent on the planning application objections, not a bad trade off!!!

A lot of you have cc’d to us your planning objections and it is amazing how defensive some of the rebuttals are regarding your planning objections raised, however this does not mean they are not relevant just that they will have to be weighed up by planning committee members who will ultimately make the decision.

Some of you are having difficulty accessing the web portal to submit your objections electronically so John our Techo Guru has asked the planning department to look at this immediately as if folk cannot access it then that is removing the right to make a planning objection and with time quickly running out every day is precious.

We had a fab turnout  today at the first day of the Exhibition and a lively debate was held during the day. If you haven’t visited yet you have another opportunity today 10am til 4pm or Sat morning at 10am til 1pm, worth a look if only to see what isn’t being shown!!

We met the Dorset Wildlife rep there as she kindly said she would meet us there today and she has said;

‘We are planning to recommend that a standard biodiversity assessment and a biodiversity mitigation plan be provided for this site.  (This would happen automatically if Poole were signed up to the Biodiversity Protocol used in Dorset local authorities as the site is over 0.1 ha in size and we think that this would be good practice for this site, especially given the amount of concern among local residents.)’

It is hoped this will at least ensure that some checks are undertaken and that the planning dept will have to ensure that they have taken place, with outcomes as required.

As promised Forelles the managing agents dealing with the objection to planning for the Business Park reported back to us today regarding their initial meeting with their legal team saying;

‘Yesterdays conference was in depth and very probing and plenty was covered to give us a plan of action. As with all technical analysis black or white outcomes are difficult to achieve but we have enough to have two lines of objection at the current stage namely planning and legal/procedural although on both counts a fair amount will depend on what Poole do or don't do from here’.

So encouraging news there, we will keep you posted as matter progress

We are still trying to ascertain a planning meeting time when most folk can be there and the test we took from folk by straw poll for this, tends to be the evening but at present we are advised that it will be a  9am start which immediately knocks out the school run mums, dads, etc, working folk and our retired folk cannot use their bus passes so it costs them to travel to the Lighthouse venue.
We have  written to the planning department and asked in the strongest of terms that a time suitable to those residents put to the detriment, that’s you, be ascertained, we also told them that our residents were now feeling that by having the meeting at 9am they were again being excluded from the process, we will as ever keep you posted.

All deliveries now done, well done a brilliant operation, we will be doing another nearer the planning meeting time so our deliverers expect another delivery and again many thanks to you.

An interesting suggestion

Andy Pedrick, Charirman of the CCA has suggested to Councillors a possible alternative to the utterly unsuitable and unwanted TSP proposal ... worth thinking about. He has pointed out that the land immediately opposite the Fire Station may be a better option...



Benefits include...
  1. More space.
  2. No visual impact on the residents of Creekmoor.
  3. Higher land we believe and less likely to flood.
  4. No contamination as far as we know.
  5. Separation from nearby businesses (by culvert)
  6. More protection to local residences as a Dual Carriageway in the way.
  7. Better safety - should be able to give pedestrian access onto the Holes Road/Path path quite easily.
Andy states "I think this is a pragmatic and sensible alternative with big benefits which shows we are willing to local a local solution for the benefit of Poole.

I have just been told that this is not in the list of 90 sites stated but was in the original list for a transit site."

Food for thought - let's hope the council isn't as close-minded as we think they are.

A sad day for local democracy

We learned late yesterday that Councillor Judy Butt has been sacked from her post in the Council cabinet. Apparently supporting your residents and electors in the face of an adverse council decision is wrong and will cost you your post in this wacky world where a Tory leader is railroaded by a minority Mayor.
More fool them...

I know that many, maybe all, Creekmoor residents appreciate the fight that our Ward Councillors are putting up, alongside the hard work of some of those residents themselves. Can we stop this expensive lunacy? I don't know, but we're having a darn good go.

Our best wishes, thanks, and respect to Judes for paying a high price for looking after Creekmoor.

The second site at Broadstone Way/North of B&Q car park application  is now live, so running a little behind Creekmoor, however we are told that they may still be heard together if we ever get the blooming planning committee date, will keep you posted.


Carol’s petition to Full Council on Feb 25th was registered today and will be debated on the night. Please come along to support Carol who will be speaking to the petition on behalf of all residents, we as yr Ward Cllrs will also be speaking to it, it may not change any minds but it highlights the cause and will hopefully attract media interest , we will be sure to let the Echo/press know that a petition is being debated on Feb 25th, Civic Centre 7pm, free parking in surface level car park adjacent told police station by main Civic Reception after 6pm and free parking in the Park next to the Ark cafĂ©.
