#2 - Dealing with contamination ... the official response:

The proposals for the temporary stopping site include raising the site by 0.8m and then covering with a further 0.3m gravels, this will provide a capping layer of over 1m between site users and the landfill material below. This is considered to be sufficient mitigation based on current knowledge of contamination on the site. We are however commissioning an independent sampling and risk assessment report to confirm that this is the case. Based on this there will be no additional costs for ‘decontamination’ other than the figures already proposed for the construction of the site.

#3 - a warning... please check carefully that any comments lodged about the planning application actually make it on to the Planning website. Apparently some have been 'mislaid'.
